Moral and economic transparency is far more important for Pakistan than creating more provinces. While redrawing administrative boundaries is debated as a means of managing large populations, transparency directly tackles corruption, tax evasion, and fiscal mismanagement that cause the country’s core economic crises.
The Case for Moral and Economic Transparency
Direct Impact on Debt:
Transparency reduces elite capture and stops public funds from leaking, helping fix the national budget without new loans.
Fair Taxation:
Honest reporting and open systems build public trust, encouraging citizens to pay taxes rather than evade them.
Fiscal Health:
Tax reforms and honest tracking of public funds stabilise the national economy far better than administrative division.
Better Services:
Transparent and open use of funds within an accountability system ensures that funds actually reach schools, hospitals, and clean water projects.
Why More Provinces are a Secondary Concern
High Costs:
Building new provincial assemblies, high courts, and bureaucratic secretariats places a heavy financial burden on an already weak economy.
Distraction from Real Issues:
Debating demographic maps distracts leaders from executing vital economic and tax reforms.
Deep Divides:
Changing administrative borders can spark ethnic and identity conflicts. Consequently, a chaotic situation can weaken the state.
Alternative Solution:
True local government devolution at the grassroots level solves service delivery issues much better than creating new macro-level provincial layers.
Conclusion
Pakistan does not need a new administrative map with new provinces; it needs a cleaner economic system. Prioritising moral and economic transparency fixes the root causes of underdevelopment and inequality without adding costly administrative layers.
